Clerk of the Works (COW) -- Greater Amsterdam School District
Clerk of the Works is designated as the Contracting Officer’s Representative to assist the Owner in the discharge of responsibilities. Responsibilities of the Clerk of the Works include, but are not limited to, determining the adequacy of performance by the Contractors in accordance with terms and conditions of this contract; acting as the School’s representative in charge of work on the project; ensuring compliance with contract requirements insofar as the work is concerned; and advising the Owner of any factors which may cause delay in performance of the work. All services to be provided under this project are coordinated with the Clerks of the Works, except for those services reserved to the Owner/Architect, Client/Profession relationship.
The Clerk of the Works is an Independent Contractor for the Greater Amsterdam School District and is responsible for performing the actual field inspection work and for recommending approval/rejection of material and workmanship, monitoring labor and safety provisions, maintaining inspection logs and records of defects, and similar activities to familiarize himself with the work for the eventual convenience to the Greater Amsterdam School District’s Operations Department.
General Duties and Responsibilities
Project oversight and inspection:
Inspects construction and renovation work in progress to ensure it matches contract documents and plans.
Observes and monitors construction methods and materials.
Ensures all work is completed to the agreed-upon quality standards and specifications.
Liaison and coordination:
Acts as the primary on-site representative for the school district, coordinating with contractors, architects, and other entities.
Communicates and coordinates on all design and construction matters.
Record keeping and reporting:
Maintains a detailed log and diary of all construction activities, including daily weather, number of workers, materials delivered, and any issues.
Writes daily and progress reports for the district.
Assists with creating punch lists and final inspection reports
Final Cost Reports.
Compliance and administration:
Ensures that all health and safety procedures are followed on site.
Reviews contractor payment applications and makes recommendations.
Provides updates and presentations to the Board of Education.
Schedule and budget monitoring:
Monitors the construction schedule and assists in keeping the project on track.
Qualifications
Experience in monitoring or inspecting construction projects.
Ability to read blueprints and comprehend complex written instructions.
Good knowledge of construction methods and materials.
Ability to maintain accurate records and write detailed reports.
Ability to establish and maintain effective working relationships.
A high school diploma or equivalent is generally required, with an Associate's degree in a related field often preferred.
